Inconsistencies in Hand Luggage Policies

I recently encountered an unexpected situation while boarding. I've consistently used my small suitcase as hand luggage, but this time, I was informed it was too large, resulting in an unexpected fee. What puzzled me was seeing others freely carrying bags identical in size to mine around the boarding gates without any issue.
