Winkel Spruit Testing ground -disappointing indictment on the perception of improved service delivery.

I am currently at Winkel Spruit Testing Grounds. I arrived here at 10:00 am and it is now 11:49 am and the line has not moved at all. I presume the staff is on lunch or simply refusing to work. This is an incredibly negative indictment on the perception of improved serviced delivery. We have taken time off work to come and sort out our paperwork so we can abide by traffic/motor regulations yet we are met with a department that refuses to work. There is no visible official to voice our concerns to. The sad part is that we are penalized as citezens for failure to comply with traffic regulations. Government departments need to be accountable to the citizens and voters. An urgent intervention is needed. Please assist?
