Westonaria Testing center mismanagement

I went to Westonaria Licensing center to do a customers Learner License. When I got there they told us they dont keep the application form on the premises we had to go into town to print one. The printed copy cost us R10.00. This was my first time ever that I had to pay for the application since I have been helping clients for the last 1 and a half years. When we got back from town they told us the center is closed and the time was 14:35pm. I told them the Website states they close at 15:00pm. I was told dont worry about the site, because they open earlier. We got back on 23/10/21 to write the test and the applicant passed, but we could not get the learners license, because their admin office is close on a Saturday. We had to go back on the Monday 25/10/21 to collect the learners license and this was a whole 64 kms (one way) to travel to this test center. This was the worst service I have experienced and would really like someone in authority to review their business process. It is not fair on the clients and is a big inconvenience of time and money.
