Useless municipal departments

Why is it, that you need to be in the line at 5 in the morning? And then only the first 100 gets helped.

I was in the line from 5 until 14:15. At that time, most of the elderly couldn't stand any longer. And it seems like the take one elder for every 5 youngsters.
