Unfair practices at Kliptown licencing department

I booked for my brother to write a learners license on the 7th of December at Kliptown-Soweto they got there they told them there is load shedding which he said there was no electricity only in the they were supposed to write in; then they gave them a new date which was 13th of December they got in the room just when they were about to write electricity went off in that room only and they blamed loadshedding also . Plus the group that was supposes to write with most of them were different from the one that was suppose to write on the 7th . Then they told them they will call them. They never did and on the 9th of January 2019 he went to ask what was going on when is he writting they told him he should have written on the 3rd of January 2019 but no one informed him . I suspect it's cause the group he was writting with were not paying "cold drink money" just like a waste of time and money
