Unable to renew a GP registered vehicle in Cape Town or Gauteng

We drive a work vehicle with a GP registration in CPT. The license has expired since the onset of COVID. We want to renew the license but CPT licensing say we need to do it in Gauteng. We go to Randburg and they say we need to renew in Cape Town. Please please please, what,where and how do we go about renewing the license.
