Stopping the queue at 12 when they are supposed to close at 3

I went to Edenvale licensing department for the third time today. My license expired in july, i went to the department the first week of august. The man at the front told me come back because systems are slow. As i was busy i went back at the end of the month not sure if the same guy said the same thing. Not sure if this happens all the time towards closing time so that they dont have to deal with more customers. Then i go today, much earlier (12 o clock). They tell me systems are slow i mist come back tomorrow. I told them this is the third time i came and heard the same thing. The guy at the reception desk was so rude to me said they cant do anythinng and that i must come back tomorrow. He said if im unhappy i must go to another branch as there are many. But why must i go to another one further away from my home yet this one is 5 minutes away from my house. I questioned them closing at 12, which is unacceptable as the actual times are 3. I can understand if they did that at 2 o clock but 3 hours earlier is ridiculous. i asked to speak to the manager but unfortunately no manager to be seenNow i must drive around with an expired license and if the police catches me they are not going to want to hear about my bad situations with uncouth departments like this.i am so disgusted and annoyed right now
