Stellenbosch Licensing Dept pathetic service

I arrived at 11 am , was allowed in 30 minutes later as a pensioner only to find that of the 4 counters only 2 were in operation. At 11.45 the one lady from counter 2 downed tools and went for lunch with no replacement. Aftet requesting to see the manager was told that he cannot be found although he was some where on the premises. Really very bad and disappointing service!!!
