shocking dishonesty

my son was ****med of R2700, he was in the que and some man came up to him and said he will help with the process, he went to a lady behind the counter, did a print out, told my son he must give money for outstanding fines and for the renewal. the guy took his money and never returned, the lady at the counter denied such, i tried to lodge a complaint but of course that did not work - waltloo pretoria
