Set to fail

My girlfriend went for her driver's test today. The attitude of the testing officer immediately turned from friendly to withdrawn as soon as he saw her. She was told to follow HIS instructions and that if she doesn't she will get an automatic fail. She made it through the yard test. Was INSTRUCTED to go up a one-way to exit to the main road. FAIL What type of test is this? We are all taught that instructions given by a traffic officer supersede the road rules. In doing so, she failed the test. Is Watloo set up to get some people to fail? Is it a personal issue? Or is this just a way to get the people to contribute more finances to the traffic department?

I fail to understand the logic behind asking a learner to drive up a one-way.
