Sent away everytime I collect my driver's licence

Told driver's licence would be ready in 6wks. phoned after 8 wks that its ready. when arrived told not ready. we now have been turned away 3 times. My driver's will expire, yet I renewed it timeously. what are we to do to get our driver's licence. they refuse to give to one. Every time one has to take time off work as well. this is just not acceptable. Does one now drive without your driver's licence. Can you maybe assist.
