Rude managers!

Yssterday I wanted to make an appointment for my driverslisence. Firstly I had to wait there for four hours without any service at all then when I got inside they had a notice up saying if you are not satisfied with the date given do not pay and go to counter 15. I'm in matric so I only have certain dates available. When I was done with my eye test I was sent to go pay. I was greeted with a bad attitude and a manager who is one of the rudest human beings I have ever encountered. VICTOR SMILES! He yells at you in front of all the people waiting to be helped and when I informed him of the notices he told me they don't exist. I was called to his office to resolve the matter where he continued to yell and scream. When I handed him the notice he got very angry and started getting personal. He did not want to help me at all and i was handed a form to fill in why I can't make the appointment. I AM IN MATRIC WITH EXAMS AROUND THE CORNER THAT'S WHY! Now after 4 hours in a long queue I have to yet again fill in a form and go waste my life listening to a person who is not there to deliver a service but insult you! Aren't managers supposed to not be as rude as the staff?
