Roodepoort Licensing Department mess

My niece Lerato Balfour booked for her Learners license online on the 30th December 2018 and she was given a booking date for the exam for the 7th January 2019. She was asked to come pay and also do her eye test on the 2nd January 2019 10am.

She then went yesterday in to write her exam.. Where the paper was delayed by an hour. She wrote her paper and passed it well.

Then she went to go get her Learners license and they refused to give it to her saying that the code she booked as is wrong. They refused to give her the licence. Was advice to rebook and repay.

So what I dont understand why did they let her pay and do her eye test and also be allowed to write the test with a wrong code... So in all these steps no one noticed that the code was wrong. And besides why does she have to suffer for their mistakes. And they put her through the exam and then refuse to give her the license.

And then asked to rebook and pay again Is it really ethical to do this to people
