renewal of license

i went on the 7th of June 2015 to renew my licence that is expiring on the 19 December 2015 the reason is why i went for an early renewal is because i got a job an need my visa and my license is suppose to be valid for a year.they told me i must come back after 3 weeks went back the 10 of July 2015 the system was off and the license was not ready went back again the 17th of July 2015 still no license i should wait for 3 weeks. i went back today they told me they not going to give my licence is must make a new application because my finger prints is not right then another lady said its not the finger prints its my signature so i must do everything from scratch again no one ever contact me to tell me there was anything wrong i need my license in order to get my visa to start working but now i have to wait another 3 weeks .i asked them just to give me a letter so i can forward it to my company because they need to know whats going on regarding to my license.it is really time wasting and unacceptable
