Refusing to deliver service

I arrived at around 14:00 to 14:15,asked for help from their security guard,who referred me to an Indian gentleman,whom she said would be able to assist .the Indian gentleman could not assist as he did not work there. He said that he was helping for a fee. I then filled in the forms as much as I could. I then asked the lady about which que i was to join to receive assistance. She ignored me. I asked around and got assisted by two gentlemen at the que. I joined the que.when i got to teller KP Chiliza, she browsed through my documents and told me I didnt bring sufficient documentation to register.She went to the back,came back,registered and licensed the vehicle.She then told me that they close the offices at 16:00 and that I do not pay her salary nor does she get paid overtime. She asked me where I have been all this time.the security lady appeared and said that I had arrived late after 14:30.They refused to do licensing for my other client.must come back tomorrow
