Refused my payment until almost one of the last to pay

A man by the name of Tshabalala refused to take my payment because my one card dis not go through when i went and got another to make payment he was arrogant even came out his cubical and tried to take me on right there then all but one teller refused to help me even after i asked to be helped by someone else my payment was finally made after 16:00 in the afternoon after being ignored by several government employees spent the whole day to pay for an eye test!!ive never had any complaints about this specific licensing department their actually very efficient. This arrogant employee who wanted to assault me is the worst ive ever encountered i would like to lodge a formal complaint to anyone with authority over this specific individual and WILL NOT LET THIS GO until this person is held accountable for his actions!! The slip shows the time i was finally allowed to pay!! I had to pay today or I would loose my booking for Wednesday!!yet i was refused!!
