Refusal to assist

I had the great misfortune to need to get my license renewed. On Friday the 25th of September. After waiting in the queue for 3 hours. I eventually finished with everything and had to pay for the privilege. Only to be told I had an outstanding fine and had to pay that first. I made it to the council just to find out there is nothing on my ID number. So I rushed back to the licencing department, the close at 15:00 PM. I made it back with 10 min to spare, only to find the gate closed. And after I asked to be served, I only had to pay because everything else was done and I had proof of the paid fines. I was refused and told to come back on Monday. As they were not open on Saturday. Meaning I need to take of work, because the staff are to LAZY to do what they get paid for. It is a disgrace, when there a thousands of people that actually need jobs and given the opportunity, might actually do the job
