Refusal to address issue

I went to the Winternes traffic department twice. Went on a Friday at 12 and found it closed, went again on a Monday and after waiting for 4 houres was told I need to go to Ipeleng in Mabopane. I went to Ipeleng on Tuesday was told I need to bring more documents. Went home and went back again and was told I need to bring my car for a tes. I went on Wednesday, for a test drive, and just when I thought I was finished I was told I have record of a car that owes on its licensing. When I checked I realised it is the car I had about 10 years ago that someonetook away from me.

As far as I knew the car was taken and the guy was given a court order as I had reported the matter to the police and the car was now in his name. From The cases I reported, nothing came out of the matter, it just died a slow death, NOTHING was done by the police. I was asked to ge to Wesbak to find out about the matter and according the Wesbank when they tried to collect the car from the guy he told them the car was now his as per the court order which up to this day he has failed to furnish to the bank. I am told a warrant of arrest was issued in 2013 and up to now the matter is still not been resolved.

I went to the Traffic department headquarters yesterday to fill in an Aaato 10 form and was told in no uncertain terms that I cannot. I unfortunately cannot understand how am i expected to pay for a car that I last saw in 2008. It is with someone, I have reported the matter to the police, nothing was done, the bank took over , the matter was not seen through, now I am forced to pay for the car when the law enforcement officers could not do theoir job.

As a Black women I am sooooo agrieved and disappointed that I am given the feelling the I am on my own. The law cannot help meand ****s are allowed to get away with so much. Can somebody tell me how one addresses such a matter. I am at my wits end and want to put this matter behind me.
