Pathetic service from Traffic department

I have renewed my License in March this year (2021) after not receiving an appointment last year (2020) when i had to initially renew my license. It is now December 2021 (9months later) and i still have not received my card. I called City of Tshwane (Pretoria) offices and they keep telling me that my card is on final stages since august 2021 and to date there lines are always busy or nobody can help me to answer my questions to when i will be getting my license. This is pathetic service
