no service at licensing department

If I could give them less than one star I would. I have been to the licensing department @ Boksburg 4 times! Tried to obtain a duplicate registration document on behalf of my elderly mother. Every time except the last the person dealing with this (Thabeni?) was not in, or sometimes he left around 11am not to return to woirk again - AND NO-ONE ELSE CAN DO HIS WORK OR WANT TO ASSIST! You get a cold shoulder, even if you ask if he will be in the next day/week/month you just get a "don't no" answer. No one wants to assist, there is no management at this place, it is filthy, un-higenic and unfriendly - avoid at all costs. To the city council - is there anyone at your offices that still want to work for the nice monthly salaries you're earning? The part that will clean-up this mess will get my vote at the next election
