LYDENBURG - License and testing centre

I did my license in May,I went to write in Sabie. Sabie said that they would send it to Lydenburg.I have recieved a call saying that I should come fetch my license but when I got there they said that it still isn't there. My temporary license has expired and I am struggling to find work because of this,it has been 4 months and I still don't have my license. They send me from place to place but nothing happens.

Where can I complain direcly about this ?
