License lost at department

I app**** to renew my license on 13 January 2015. When I went to fetch it 6/8 weeks later it could<br> not be found although on the computer it was recorded that it came back on the 23 rd January! I was not contacted. I was told they would apply for another one, which would take 3 weeks. The phone just rings and rings - no one answers the phone, so I went back and was told the same story!
