License given to somedody else

I went to Kempton park to collect my license on the 4th Oct2017 only to be told that was issued to the driver which i didnt collect. How do they give somebody's license without seeing proof that you are the rightful owner. dint send anyone to collect it on my behalf. How does explain that because i don't have my license in my possession.
