Kempton Park Licencing Testing Centre

I went to the Kempton Park Licencing Testing Centre at 9h45 to collect my drivers license and was told that collections are closed for the day. Upon further investigation I heard that they started at 8h00 and collected papers from people outside before 9h00. The people outside the testing service waited from 9h00 until 12h30 for their licenses. I am shocked that Government entities only have to work for one hour in total and then they earn a full days salary. We pay for them to not work a full 8 hours. We the taxpayer pay them a full days salary to only work for 1 hour. Mathematically this doesn't add up. If I can warn all people please rather go to other License Testing Centers and try and avoid the Kempton Park Licensing Testing Centre.
