How am I suppose to get a new license????

Disgusted in service!!! After phoning them in the week they tell me I can come this morning (8/12/2018) After being in the line since 6.30 they decide to cut the line without telling anyone! 9.30 they telling us they are done sorry! The staff inside are just sitting & refusing us to enter!!! Since when do they just work till 10h??? And what’s the use of making bookings online? They are rude & refuse to give us a reason why they can’t help us except as we can see their laziness ? fed up of this service 2 weeks in a row!! How am I suppose to get a new license if the licensing department refuses to help us!! How am I suppose to keep explaining to police officers I don’t have a license coz the licensing department refuse to help us!!! What do u do!!!!
