foreign licence conversion

though we had all the requirements for converting our foreign licences to SA driver's licences. we were told to come with everything on the 2nd of October and to come for a driving evaluation this is contrary to the law which says if one has the requirements then no driving evaluation is necessary. we just want to comply with the law, now we find ourselves victims to individuals and being taken advantage of.
