Why can't I select zero stars?

Made and appointment at the above to renew my license card. Appointment was for 12:10. They were running TWO HOURS behind!!!!!!!!!!!!!!!!!!!!!!

WTH? And of course they are conservatively 500 000 cards in arrears to print.

Don't bother with Edenvale. The staff's lunch is far more important than keeping to a schedule.
