Duplicate car Reg certificate. - Unhelpful Watloo Licensing dept.

I was involved in a car accident in Mar 2017 and 2000 year model car written off. I then discovered that I had lost my car registration papers for the insurance to pay out. I then wanted to apply for duplicate and I was told that the vehicle is registered on my old ID number (before I became SA citizen in 1988). I have been walking in a brick wall, as Watloo says that I need a letter from DHA (which I have been twice to May 29018 and Dec 2018, and had to wait for 3 months for each time for a letter which I only get, stating that I am a SA citizen since 1988). Waltoo has 3 ID linked to my name - my OLD ID number which I used before I became a SA citizen, my current ID and an IS which I have NEVER seen of provided to anyone. I have been accused of being dishonest and I do not know what else from rude people at Watloo licensing dept. I need help to get a copy of my car registration papers so that I can get the car taken off my name and insurance pay out. I have taken 4 days unpaid leave to try and resolve this without success (get my ID merged - Data fix and to apply for the Dupl reg certificate).
