Drivers licence application

On Wednesday, 7 November 2018, I visited the Licensing department on Nellmapius road in Centurion to collect my drivers license. After we have submitted our documents which are used for collecting licenses, e.g. proof of Id. One of the employees, a lady came out to inform us about the procedures. She informed us that when your name is not called out, it means your licence is not ready yet and therefore one has to reapply for another one. This re-application process must be accompanied by a payment of R72.00. To my dismay I asked why are we supposed to pay the requested amount wheras when we furst submitted our applications we paid for such an application. She simply told me that that is a requirement and if I don't want to do an application the road traffic officers will deal with me. I responded to her by saying some of us do not have such an amount and that the state must therefore incur costs for this new applications since it us not our responsibility that the licences are not produced. She told me with sheer arrogance that even the rich do not have money so it will be up to me whether I pay or not. I decided to keep quite from hence force seeing that what she told me does not make sense. this is same as as ordering a meal from the restaurant only to be told that your order is not ready and therefore you need to pay again to get your order.
I would therefore request Hello Peter to assist in investigating this matter. It is nonsensical for the government to asked citizens to pay for their own mistakes, such as incurring costs for reproduction of new licences.
