Dis satisfied customer

Purchased my car license beginning of December 2019 and till today I haven't received it. Payment was made in full and I was under the assumption we would get it in 5days but we didn't. Everything is automated and there isn't even a number you can call to speak to an agent. Very dis satisfied and angry. We cannot even use our vehicle because it's pass 21days. Can someone please help me with a way to contact them
