Delmas licensing awfull

I have been trying to get my learners sorted out for the past few weeks. Trying to just get a date to write but they cant assist. Their phones never work, they are always on lunch or tea and it seems as if they really don't give a damn what happens at the office. They are their for their salary and that's frankly it, whether the work gets done or not is not their concern.
