complaint about boksburg licencing department

On Saturday 07/11/2015 i went to renew my disc for car but i was turned away because i didn't have proof of resident,i submitted water and electricity bill which is on my husband name ,was told its suppose to be on my name,also explain to them that acc that i got are nolonger sending statement by post but they email statement,,i dont know what to do because my licence disc expired on the 30/10/2015 where am i gonna get proof of resident,and i have been renewing my disc for the past 9 years now i cannot because the bill is on my husband name .
