Broken License Printing machine forcing motorists to get temporary licenses.

The only printing machine, very old, is in Germany for repairs. My wife has passed her renewal test and got the invoice to say it has been paid for. Their website says the license is awaiting printing. Now the Insurance company (Santam) states this in not ok. She must now get a temporary license to cover her. From both the licensing and Insurance sides, this is most unsatisfactory. Thousands of people are in this situation and will need to pay an additional R96 for such a license. The Licensing Departments are making huge profits under this unacceptable situation. The Insurance companies are not helping in this situation. We have no idea how long this problem will continue to exist.
