Bedfordview licence department worse experience

I went to collect my driver's licence on the 4th of December and I was told someone had already collected my licence in October. They promised they will urgently investigate the issue and call in the following day. I still haven't received any feedback from them and everyone I call them there is no reply. I'm driving without a driver's licence and I don't know what else to do.
