Bad Service from the Umhlanga Licensing department

I went to renew my License at the Umhlanga Licensing department 3 times before lock-down and their systems were offline. When the department reopened i went again and was told to put my name on the list and someone would call me to come in and renew my license, this happened twice but no call. In July I went again and I am now been penalized 700 for not renewing my license before lock-down. How could I, if their system was down for over 3 weeks. The consultant was rude. I explained my story and he said I Could of driven to another department. I asked them and they told me if their system is down all the systems are down. My license fee has now doubled.
