Bad service

I went there to apply for another licence because I lost my purse, l arrived there around 8:30am, had to join a long Q. Only to be told at 11:45 that I was short of some supporting documents. I then went back home to fetch them, when I came back I was then told that because I'm awaiting a new permit they cold not assist me. Even after showing the lady the new permit renewal receipt she said I'm actually in the country *******ly (in a rude way). I guess I should take the insult because I'm a foreigner.
