Bad customer service

There's a black guy (wears glasses, and has a haircut) at the license department in Benoni at cashiers who is rude and has an attitude towards clients, I don't know if they didn't teach him manners or he is just feeling superior because he's on the other side of the window.. he is not fit to work with people and his attitude will get him nowhere!!!
