Passing of customer info to third party agents

On Saturday, 6 June 2015 - a man who only identified himself as Stanley Combrink came by to my mother's house in Pretoria telling her that he can assist her to claim for her policy at liberty since she has finished paying for her bond. My mother, being elderly did not ask too much information as she assumed that the man must be coming from the bank or liberty as he had information regarding her policy, her address and also how much the policy will pay-out. On Monday I went with her to the bank and was told she first need to apply for the cession cancellation form. My mother was lucky to get through to Liberty call center the following day Tuesday and was also told no claim has been processed and that they will put a notice on the system not to allow any claim to be process on her behalf, she will claim at a later stage should she want to claim.
The money was paid out already deducted of R7500 regardless of the note which was put on the system. I emailed Liberty on 23-06-2015 to find out how it is possible - how Stanley manages to claim without the cession cancellation form? - I'm still waiting for the reply. How does Stanley get to know who has policy which is due to be paid out?
