Liberty refuses to pay out

I have been paying into an RA policy for 11 years. Today I tried to cancel that policy and have it cashed out and was informed that I can cancel my monthly payments, but they no longer have to pay out anything at all until the policy end date thanks to a new government regulation. Which means that all of the money I have paid in to Liberty since 2011, is entirely inaccessible to me until 2046.

A cancellation fee, or penalty is what I expected, but to be told that they will be keeping MY MONEY for next 23 years is unacceptable. They are holding my money hostage whilst I am struggling and in need of it. Because now that they are no longer obligated by government regulation to pay out, it somehow absolves them of the moral obligation.
