Commutation of annuity denied

I was informed by the above company that my annuity could be commuted because the value had fallen below R50,000. For months now they deny payment on grounds of "insufficient" doctor's report. My GP did a very thorough checkup and even sent me for a mammogram. All results indicated excellent health. The reports say so (admittedly in Afrikaans as I live in a rural area where only Afrikaans is spoken) and are signed and authorised by stamp by Dr Bruwer. Liberty claim now that the report is not complete. I am a pensioner with no medical aid and the checkup cost me almost R3000. I can not afford to again go through this entire process.
