Cannot transfer funds from Liberty RA to another policy.

I have been trying to transfer my RA from Liberty to another fund, but I am getting the same amount of service as the growth that I have received from Liberty's fund... negative... This is ridiculous. I have submitted all the necessary documentation more than 4 months ago... still nothing...
