Unauthorized debit order

No refund allowed as yet. How does one go about reporting a theft?

via SA Payment Exchange, who don't care but get paid for the service out of my bank charges. i.e. they get paid for helping ****a *****.
My bank charges more fees for stopping and reversing.
BUT, can only guarantee it on the exact same amount - i.e. the baddies can chareg any other amount, and it'll all be processed again.
What is one to do?
