Undelivered goods

My sister bought a TV unit last year June and the item wasn't delivered until after four months of waiting. After four months of of wait, an old falling apart unit was delivered to her from another branch in another town. No one wants to take full responsibility of the matter including branch manager who claims to know nothing about the matter as she had just arrived at the branch.
