Municipality a sick joke

I phoned the municipality licences dep to enquire about the price of to make your car road worthy and there was no answer. Then I phoned the switchboard and asked the lady to put me through to the licencing dep and she told me there is no phones in licencing dep then I asked if she can leave a message for me to have someone phone me back and her comment was I have to go to the municipality and find out my self. Beautiful do not care attitude. Im not gonna stand in long ques just to enquire about a simple price
