Lesedi Municipality Service - on lack thereof!!!

I am a single parent making and doing the best I can. My water bill is behind and I approached our municipality offices for assistance. At that point in time I spoke to Vusi *** at his desk to explain my situation and made an arrangement to pay R1700 which was more than my bill was at that stage. He made a note/comment on his system and all was good. I've been paying this amount via electronic payment. Yes our accounts went up and NO I couldn't afford to pay more but kept to my payment of R1700.00. Today I get home and my electricity is cut with a notice of amount in arrears of R6645.23. I phone the offices and speak to a lady who referred me to Paul the supervisor ***. He says that I must bring in an arrangement agreement in that was signed (NEVER GOT ONE) and pay an amount of R4500.00 before they will put anything back on even though I am trying and still making a payment of R1700.00 on my account. I even tried to explain that I would be able to settle this amount only by March when my bonus is due but he didn't even want to try to listen to what I had to say and insisted I make another internet payment of R4500.00 I explained to him that I don't even have that amount to last me through the month let alone pay it once off to get services connected on again on my property. I do understand that people don't pay accounts and ***** other peoples water & lights but I'm trying and I'm paying. Where do I get the help from that I deserve being a SA citizen that is at least SERIOUSLY trying to keep up with the economy and accounts that needs to be paid. I don't understand how even though it's being paid, maybe not everything, but it's being paid. How they can refuse point blank to assist with out the payment of R4500.00? I even asked if there was NO other way they could do anything for me to assist and his answer was NO. Pay or the lights will stay off!!! This makes me realise why so many South Africans are leaving this beautiful country of ours because of this kind of treatment that the "honest" people are getting after they are trying to do their best to do the right thing
