Billing system is abnormal

Our municipality is robbing us day light,their billing system is sky high.For rates and taxes,we paying almost R1000.00 ,and then we still have to buy prepaid electricity of R500.00 every month.We leaving in the old houses which are paid up by our late parents.So why is it so expensive for the rates and taxes.Hellopeter you are my last resolution and thanks
