Water soaked bubble wrap

I bought on Monday 06 February bubble wrap (100m x 120cm) - SKU ***4, from the Fourways store.

I noticed that the outer packaging was wet on the rolls and hoped that it was only wet on the outside. Since it is the only store nearby that has stock of this size, I bought a roll as I needed it for work.

Upon opening the roll today, I saw that the entire roll on the inside is also wet. Even the cardboard roll in the center is soaked with water!

Did the stock get wet in rain or what ??!!
