Pay upfront, but no delivery

I ordered 10 chairs and paid for them. I still haven't received any proof of a placed order. When phoning they have the order wrong, then they phone to tell me they only have 8 chairs. Then I see on the system they have chairs. Then I demand a refund. Then they promise a refund, but instead phone to promise me the chairs within 2 days. So today, the last of the two days, I phone, but they can't get out of the delivery people where my chairs are, so they don't know what to tell me. I really by know just want my money back. Almost 2 weeks and nobody can tell me where my chairs are.
