How does company hand you over while they have your proof of payment with them?

I registered at lephalale and i got handed over to credit intel Lephalale Tvet College handed me over because they said i owe them school fees. When i went there i got this rude Finance guy by the name of Thapedi who was forcing me to admit that i owe while i know very well i dont owe so i asked them to give me my application forms they got them and they got their deposit slip of the amount they say i owe them. Now am trying to buy an investment nd they cant help me because i was handed over.
