False Representation, Unauthorized HOA Forced Clauses, and Severe Structural Failures at The Malachite We purchased a sectional title unit from Leogem Property Projects a year ago, and it has been an absolute nightmare characterized by material non-disclosure, poor governance, and substandard construction. Future buyers, take this as a severe warning. 1. Forced HOA & Dictatorial Governance Despite purchasing under a Sectional Title scheme, Leogem forced owners into an HOA/MOI framework without proper consultation or full disclosure. They have actively blocked owners from forming an independent trustee committee. Instead, Leogem has unilaterally nominated themselves as the sole trustees, making critical ongoing operational decisions that financially penalize the residents without our consent. 2. Utility Billing Crisis & COJ Disconnections Leogem falsely represented the true cost of levies and hidden utility structures. * We were subjected to undisclosed extra costs via Protea Metering. * Instead of the promised smart metering, we are trapped on an expensive Home Power 4 rate. * Most shockingly, the estate has been billed on Commercial Rates instead of Residential Rates. Because of Leogem's administrative failure to rectify this billing crisis, City of Johannesburg (COJ) has disconnected the estate's water twice recently. 3. Substandard Construction & Structural Defects The building quality is shockingly poor. Now that the initial 90-day snag period has lapsed, Leogem completely refuses to take accountability for major structural defects, including: * Structural cracking on internal walls. * Severe cracking across the property tiles. * Substandard, chipping paintwork throughout the unit. * Poorly designed, undersized garages that are already cracking structurally. 4. Whitfields Managing Agents Used as a Shield Leogem has appointed Whitfields as the managing agents, effectively using them as a front to deflect complaints regarding abysmal service delivery from estate vendors (including inadequate gardening and security services). 5. Complete Disrespect from Management Representatives Msizi Mabaso, the designated representative from Leogem, is entirely useless. He refuses to address or resolve any legitimate owner issues, offering nothing but ongoing excuses, evasive deflections, and a complete lack of professional respect for the people who funded his development. We are currently engaging legal counsel and escalating this matter to the Community Schemes Ombud Service (CSOS) and the National Home Builders Registration Council (NHBRC). Do not buy from Leogem.

Homeowners Left Without Essential Services and Still No Accountability

I rarely leave negative reviews, but after everything homeowners at The Malachite have experienced, I feel compelled to share my experience. The homes themselves are attractive, but that is where the positive experience ends. Since taking ownership, residents have faced ongoing issues relating to governance, financial transparency, municipal accounts, utility billing and communication. Despite countless meetings, lengthy email chains and repeated requests for documentation and explanations, many critical questions remain unanswered. The most shocking failure has been the recent disconnection of our water supply by the City of Johannesburg due to an outstanding municipal account. As homeowners, we are now without an essential service because these issues were allowed to escalate to this point. This should never happen in a professionally developed and managed estate. What has been most disappointing is the apparent lack of urgency and accountability. Instead of receiving clear answers and decisive action, homeowners have been met with vague responses, delays, and repeated assurances that matters are "being addressed" while the problems continue to grow. There also remains no clear timeline for the transition to owner-led governance, despite repeated requests for clarity. Owners have invested millions into this development, yet we continue to feel that our concerns are not being taken seriously. My experience has left me with the impression that once the sale is complete, the voices of homeowners carry very little weight. We are expected to continue paying levies and special levies while struggling to obtain the transparency and accountability that every homeowner should be entitled to. I sincerely hope Leogem reflects on the concerns being raised by its homeowners and starts engaging with residents in a meaningful way. At present, I cannot recommend buying into a Leogem development based on my experience, and I would strongly encourage prospective buyers to carry out thorough due diligence on the governance, utility arrangements, and management of any development before purchasing.

Management and Developer not attending to the needs of the residents

I wish it was possible to rate a zero. It’s hard here. I don’t have water since yesterday. We got disconnected by COJ due to unpaid bills. At 6am daily construction starts, we are not being heard at all. The dust from construction has affected the solar panels. This was raised with managing agent Whitfield’s and Leogem but still being ignored. If it was for me I would have sold long time ago but then the cost of selling within one year it’s difficult. To anyone that wishes to buy make sure you do your homework. I am in this difficulty cause I didn’t do my homework. We are sad residents staying in luxury that doesn’t provide for basic needs of living.
